40 speeding points without even holding a license?
You would think it highly impossible to accumulate 40 penalty points without a driver’s license, but one UK motorist did just that! Originally from Lewisham in Southeast London, a motorist gained 40 points over a span of 12 driving offenses without ever having even a provisional or full driving license. This astounding total makes him the second highest penalty points achiever in Wales and England. To explain the offenses, this particular driver was caught on six separate occasions for driving over 30mph and according to the data from the DLVA was also given points on six occasions for driving without insurance.
But the data also revealed that he wasn’t the only one, this data included two more drivers who were penalized without even having a driving license. Next in line to be penalized without a license is a male driver from Stockport in the Greater Manchester area, who accumulated 33 points over seven offences, mostly for failing to reveal information pertaining to the identity of the driver. And third of the list of drivers who were penalized without having a license is from Leeds and comes in with 28 points.
The all-time record, however is still held by a man from Liverpool with 45 points on a full driving license. Sarah Sillars – IAM chief executive states that she has raised this issue of drivers on the roads with multiple points with the DLVA several times, only to discover that they weren’t even in possession of a provisional driver’s license. The alarming aspect of this discovery is that safe and insured drivers have to share the road with dangerous and uninsured drivers. This then in turn greatly increases traders insurance and personal car insurance for the rest of us.
Punishing these types of offenders might not be the only solution, but it is important to also give them an opportunity to improve themselves. In most cases, repeat offenders are more likely to be discouraged from driving legally after they gather points or face a ban in some cases right after they pass their driving test.
In recent times, a driver avoided a ban on their license even after clocking up a remarkable 30 points. From Blackburn, Lancashire, the motorist did this by convincing magistrates that they would face exceptional hardships if banned from driving on the roads. In most cases, 12 or more points will result in a ban on a license, but according to a Freedom of Information request, this driver had consumed alcohol two and a half times over the legal limit. This is not the only case, though – another driver from Lancashire also accumulated 27 points but still managed to avoid a ban.
There are several other cases across Lancashire including 165 motorists who have more than 12 points but still managed to avoid a ban on their license. The DLVA did not reveal any further information on these motorists including the offences involved.
